Ukraine and Russia: mutual relations and the conditions that determine them

A consequence of the Ukraine’s geographic and geopolitical situation, and the legacy of centuries of political, economic and cultural ties is that the key issue of its foreign policy is its relationship with Moscow, states the author of this paper. After10 years of independence from Russia, it remains unlikely that Ukraine will become a member of either NATO or the European Union, making the relations between Moscow and Kiev even more important. The Ukraine is aware that there is no alternative to close relations with Russia, while Moscow realises that it will be easier to pursue its political goals in Ukraine if the Ukrainians are treated as partners. Russia’s key economic goals in Ukraine, apart from those of the energy sector, are mostly consistent with the interests of Ukraine and it is in Ukraine’s interest to develop a partnership with Russia, even an unequal one. To counterbalance this Kiev is seeking a strategic partnership with the USA, though how this will be affected by the war on terror is difficult to determine. |
