The Carnegie Moscow Center was established as a subdivision of the Carnegie Endowment for International Peace (Washington, DC) and started its activities in 1994. Beyond the Moscow center, the Carnegie Endowment maintains offices in Beijing, Beirut and Brussels, making it the world’s first global research organization.
Specialists at the Carnegie Moscow Center produce expert research and nonpartisan analysis independent of government or commercial interests. Committed to the principles of international scholarship and objectivity, the center pursues a three-fold mission:
to embody and promote the concepts of disinterested social science research and the dissemination of its results in post-Soviet Russia and Eurasia;
to provide a free and open forum for the discussion and debate of critical national, regional and global issues;
to further cooperation and strengthen relations between Russia and the United States by explaining the interests, objectives and policies of each.
CEFIR is a highly qualified Russian voice in the economic policy debate - the first independent policy think tank of international standard built by top young Russian economists. CEFIR is supporting sustainable economic reform in Russia with crucial tools - vast, reliable datasets and modern analytical techniques - to build knowledge about key areas of the economy. CEFIR is reversing the brain drain in Russia, strengthening local capacity for research, advice and teaching, through its own efforts and through alliances with partners in Russia and abroad.
The Center for Fiscal Policy is a Russian non-governmental organization seeing its mission in establishing an equitable and efficient budgetary system in Russia. While acting in the Russian environment it strives to implement the “best practices” international code. Center for Fiscal Policy:
a) provides advice on further improvement of public finance and intergovernmental relations;
b) assists in implementation of advanced IT into the budgetary process;
c) conducts research on economic, financial and legal aspects of the budgetary system and intergovernmental relations;
d) is engaged in public education efforts helping to increase specialists and general public awareness on theoretical issues and advanced practices of public and municipal finance management.
The Centre for Economic and Financial Research (CEFIR) is an independent economic policy think tank established in 2000.
CEFIR’s mission is to improve Russia’s economic and social policies by producing cutting-edge academic research and policy analysis; in other words, CEFIR makes it possible for both policymakers and the public to make informed choices. CEFIR researchers use advanced methods of economic analysis to contribute to Russia’s economic and social policy by informing policymakers and the public about the costs and benefits of specific policy actions.
The Economics Education and Research Consortium was created in 1995 to strengthen economics education and research capabilities in the CIS. The initial focus of EERC was on graduate level education (in Ukraine) and research (in Russia). The Russian program, created in 1996 and managed by a small Moscow-based secretariat, supports original economics research and organizes advanced training programs. Since 2000, EERC-Russia has been serving as the regional representative of the Global Development Network (GDN) in CIS countries. With support from the GDN, EERC Russian program activities have been extended to other countries of the Former Soviet Union, leading to the creation of a CIS-wide research network. EERC's mission is to create and to support a local research culture, to encourage individual economists to work at the frontiers of their discipline, and to subject research to international standards of excellence. While trying to foster high-quality research in economics, we put special emphasis on local capacity building and formation of a CIS-wide professional network of economists engaged in policy-relevant studies. The final goal of our activities is to bridge the gap between the academic research (and researchers) and the policymaking process in CIS countries.
The Institute for Urban Economics (IUE) is a non-governmental and non-profit organization, established in 1995 in Moscow. It was created to identify, analyze and promote the solution to the social and economic problems of urban areas. Main goals of the institute are: elaboration and introduction of new approaches to the solution of housing problems; financing of housing and urban infrastructure; municipal management; urban land use; social protection of the population; and other problems of the social and economic life of cities. All IUE researchers bring considerable experience in working with different governmental and municipal structures, scientific research and educational institutes, both state-sponsored and private, as well as international donor agencies, banks, small business enterprises and foreign companies.
Memorial is a movement that arose in the years of perestroika. Its main task was the awakening and preservation of the societal memory of the severe political persecution in the recent past of the Soviet Union. It is a community of dozens of organizations in different regions of Russia, Ukraine, Kazakhstan, Latvia, and Georgia. Memorial is a group of specialized research, human rights, and education centers in Moscow, St. Petersburg, and several other cities. Memorial is a museum, a repository of documents, and a number of specialized libraies.
